Farms in the EU receive considerable support via the Common Agricultural Policy. Support to organic and conventional farms are analysed covering a wide range of different support measures of the Common Agricultural Policy. Results show that the design of the Common Market Organisations can pose a disadvantage to organic farming systems, even though developments of the last two CAP Reforms (year 1992 and 2000) and the latest reform (2003) have reduced the discrimination of extensive farming systems and provide an opportunity to design suited measures to meet part of the needs of organic farms.

Auswirkungen der Luxemburger Agrarreform auf Organisation und Wettbewerbsfähigkeit ökologisch wirtschaftender Betriebe Organic Eprints

This paper analyses the impacts of the 2003 CAP reform on organic farms, combining an extensive survey of organic farmers in several EU member states with a farm modelling approach based on the European Farm Accountancy Data network. The results highlight that income effects will depend strongly on individual national imple-mentation of the 2003 CAP reform, and will often differ by farm type. In general, the impact will be more beneficial to organic farms in countries that have opted for full, rather than partial, decoupling, and in countries which have implemented the Single Farm Payment on the basis of regional payment rates rather than on the basis of historical, individual farm references.

Dependency of organic farms on direct payments in selected EU member states: today and tomorrow Organic Eprints

This paper examines the development of the role of government support in the financial situation of organic farms in selected Western and Eastern European countries, contrasting dependency on direct payments with that of conventional farms and assessing the impact of foreseeable changes in the political and economic environment. The results show that direct payments play an important role in the financial viability of organic farms in both Western and Eastern European countries. The level of specific support for organic farming is put into perspective, as other support payments and market returns contribute larger shares to total farm revenue in all the countries analysed. Organic farming in Europe has increased rapidly since the early 1990s but still only accounts for a small share of production. This article analyses the structure and financial performance of organic farming in Europe using data from 18 countries. In the countries analysed, organic farms achieved significant price preniia for their outputs and were able to compete financially with conventional farms, with equal or higher profits in most cases, even though yields were up to 40 per cent lower. While organic farms receive considerable support from agrienvironmental programmes, the design of the first pillar put organic farming at a disadvantage in the past. Maßgerechte Kalkulation statt Einheitsprämie Organic Eprints

Die Höhe der Förderprämien stellt ein wichtiges Kriterium für die Akzeptanz von Maßnahmen zur Entwicklung des ländlichen Raumes dar. Für viele Förderbereiche sehen die entsprechenden EU-Verordnungen vor, dass sich die Prämienhöhe an den entstehenden Kosten orientiert. Die Berechnungsansätze variieren in den Mitgliedstaaten allerdings erheblich. Das Forschungsprojekt AGRIGRID hat jetzt die Grundlagen für eine harmonisierte Kalkulation von Prämien erarbeitet.

Ökologischer Landbau in Europa - eine wirtschaftliche Alternative? Organic Eprints

Die in diesem Beitrag verwendeten Zahlen basieren auf einer Datenerhebung, die in sämtlichen EU-Mitgliedstaaten sowie in Norwegen, der Schweiz und der Tschechischen Republik mit Hilfe nationaler Experten durchgeführt worden ist. Die Informationslage über betriebswirtschaftliche Kennzahlen von ökologisch bewirtschafteten Betrieben ist in den untersuchten Ländern recht unterschiedlich. Vor allem in Ländern, in denen der ökologische Landbau noch in den Kinderschuhen steckt, sind die gewonnenen Informationen teilweise sehr lückenhaft und nicht immer repräsentativ. Dies gilt es bei der Interpretation der hier vorgestellten Ergebnisse zu berücksichtigen.

Potential of differentiated payment levels based on standard cost approaches: A case study of selected rural development measures in Germany Organic Eprints

In accordance with EU regulations, payment levels for several measures of rural development programs are calculated on the basis of standard cost approaches, using 'typical’ or average figures for costs incurred and income forgone. Vergleich der Stützung ökologischer und konventioneller Landwirtschaft in der EU unter Verwendung des PSE-Konzeptes der OECD Organic Eprints

Organic farming has grown considerably in recent years in the European Union, not least due to changes in the political environment. The aim of this paper is to compare the support of organic and conventional farming in the year 2000. A measurement of support is calculated using the methodology of the Producer Support Estimate (PSE) of the Organization of Economic Co-operation and Development (OECD). The results show that the percentage ‘PSE’ of organic farming at 40.2 % in 2000 slightly exceeded that of conventional farming at 39.4 % but, on the other hand, the nominal protection coefficient (‘NPC’) was lower at 1.29 versus 1.42. Der ökologische Landbau steht im Rampenlicht der öffentlichen Diskussion. In Deutschland hat sich die gesamte ökologisch bewirtschaftete Fläche in den vergangenen 10 Jahren mehr als verzehnfacht und liegt gegenwärtig bei 3,2 %. In anderen Mitgliedstaaten der EU verlief die Entwicklung teilweise noch schneller. Spitzenreiter sind zurzeit Österreich und Schweden, wo der Flächenanteil des Öko-Landbaus bei über 8 % liegt.
